Importance The article deals with the system of monitoring of innovation and investment activities of housing and communal services. Objectives The purpose of the paper is the formation of a system of monitoring of innovation and investment activities of housing and communal services. The tasks solved in article consist in the development of stages of carrying out the monitoring of innovation and investment activity of housing and communal services. Methods To achieve the goal of research, I used the methods of logical, structural, comparative, and economic-statistical analyses. The novelty of the article is an offer and justification of a system of monitoring of innovation and investment activity of the housing and communal services of territorial subjects of the Russian Federation, which ensures the differentiation of administrative decisions on optimization of structure of investment into innovation, minimization of innovative and investment risks and to the directions of investment into innovation. Results I have investigated the stages of realization of monitoring of innovative and investment activity of housing and communal services, offered a technique of evaluation of investment activity taking into account investment risk of housing and communal services of territorial subjects of the Russian Federation based on measurement of investment intensity. The article evaluates the program of reforming of housing and communal services at the present stage. Conclusions and Relevance The paper evaluates an investment activity taking into account investment risk for adoption of the administrative solutions of investment character aimed at the innovative development of infrastructure of housing and communal services of the territorial subject of the Russian Federation, development of housing-and-municipal services, spheres of the contents and service of housing stock, increase of energy efficiency, energy saving and competitiveness. I also substantiate the need for the development and provide the State program draft directed on activating an innovative and investment activities in housing and communal services of the territorial subjects of the Russian Federation. The State program draft has an ultimate goal to increase the reliability and stability of functioning of enterprises of housing and utilities sector and improvement of quality of the provided housing-and-municipal services with simultaneous relative decrease of the expenditures for their presentation.
