Increasing the availability and quality of healthcare services in foreign countries

The relevance of this article is determined by the necessity of carrying out research focused on searching for comprehensive measures to increase the availability and quality of public healthcare services. Among questions which demand detailed studying there are as follows: State regulation problems, healthcare funding, structure and services provided by healthcare institutions, segmentation of patients and estimation of their demand for medical services. Many countries tend to improve healthcare services for their population by means of a wide range of reforms in this field, and also the actions intended to the improvement of integrity and coordination of service provision. Basically, the process of reforming focusses on the allocation of funds in the most profitable areas supported by human resources, skilled employment structure and technologies. Moreover, hospital treatment is replaced by other kinds of medical care and of course, solutions to problems with medical care in distant regions together with the high availability of medical service to the population. The article considers the fundamental research of foreign countries experience regarding questions of provided health services, the analysis of quality standard and efficiency criteria of the health system, in particular, the experience of the healthcare system reformation in the Great Britain, Germany, Estonia, Latvia, Kazakhstan and Belarus. At the same time, quality rating standards of the health services, used in each country differ, taking into account the set of criteria which are described in details in this article. The explored direction of foreign countries' experience enable to emphasizing the best practices for the Russian healthcare system. Using the foreign experience, facilitate increasing the share of medical services in gross domestic product, enables creating new working positions, and improving the nation's health. It is especially important due to the high rates of population ageing and emergence of new diseases.
