Innovative activities as a factor of regional development under land degradation

Importance Considering the importance of sustainable development of the Russian agriculture and prevention of some hazardous trends that influence, in particular, construction and transport development, it is very reasonable to pay attention to new technologies that should be adopted in order to use and handle land resources under degradation.
     Objectives The research aims at examining land degradation as a challenge for the regional development, substantiating that it is important to have innovative systems in place, and analyzing innovative activities in the Russian regions in terms of their preparedness for further development notwithstanding the land degradation process.
     Methods The article summarizes considerations of national and foreign experts on regional innovative systems. I compare indicators of land degradation and innovative activities per federal district and in the southern regions of Russia.
     Results The article states that the operating regional innovative system makes regions ready for their development notwithstanding land degradation. The system creates favorable environment for designing, financing and administrative support of innovations in agriculture and other sectors, which are affected with land degradation. Areas with the lowest land degradation indicators demonstrate higher innovative activities that should be regarded as the favorable background for the regional development in Russia. Similar conclusions are true for the southern regions of Russia. The outcome of the research may be applied to devise a strategy for the agricultural sector development.
     Conclusions and Relevance I conclude that sufficient innovative activities will help the Russian regions continue their development process even when land degradation.
