Aligning the interests of energy consumers and producers as a vector of the national energy sector development

Importance The article discusses possible ways to increase the energy efficiency by aligning the interests of energy consumers and producers.
     Objectives The research pursues forming mechanisms for ensuring the uninterruptible power supply by improving electric power facilities of consumers.
     Methods We devise certain ways to reduce power supply costs through a comprehensive approach to the energy sector's development.
     Results
There were no proper attempts to increase labor productivity through electrification since the quality and reliability of power supply do not meet consumers' needs. The existing economic development model and ever growing cost of power supply motivates to set up an internal autonomous power generation, thus losing the advantages of the single energy system. As a result of fragmented development, the energy sector was caught in an institutional trap, which could be cracked with a new environmental approach, which aligns the interests of energy consumers and producers, rather than through modernization of generation capacities. For this, the world-class practices should be adapted to the Russian conditions and specifics, with appropriate solutions to be made.
     Conclusions and Relevance
The article shows the need to develop power supply systems, mainly by improving electrical power facilities of consumers. We propose an approach that allows switching from fragmented solutions to optimization of power resources, strengthen energy security, quality and reliability of power supply, and eliminate barriers to new industrialization of the power supply sector.
