Problems and prospects for funding the food security of the Russian Federation

Importance In the context of the planned spending cuts in the Federal budget in the medium term, the problem of choosing priorities in spending of budget funds on the basis of the analysis of the effectiveness of individual State programs is urgent.
     Objectives The paper aims to analyze the pattern of expenditures of the Federal budget for implementation of the RF State program on the development of agriculture, and evaluate the expected results of its financing. The objectives are to study the indicators of implementation of the State program, analyze the volumes of financial security programs from the Federal budget, as well as to assess the impact of reducing the program financial support on the planned results in implementation of the Food Security Doctrine of the Russian Federation.
     Methods To assess the effectiveness, cost-effectiveness and profitability of the State program of the Russian Federation on the development of agriculture, we used methods of systems analysis, and statistical and mathematical tools.
     Results We determined the main problems of financial security of the State program of the Russian Federation on agricultural development, and identified the effects of declining of the financial security program's implementation. We assessed the prospects for the implementation of the program.
     Conclusions and Relevance We concluded that to implement the Food Security Doctrine of the Russian Federation and increase the RF food sovereignty, it is necessary to promptly and fully fund the State program of the Russian Federation on the development of agriculture. The results of this research can be used by State authorities of the constituent entities of the Russian Federation in drafting Government agricultural programs, shaping their target indicators and planning of budgetary allocations on the implementation of programs.
