National innovation and agri-food system: the formation and use of competitive advantages of its development

Importance Recently it has become important to form competitive advantages of regional agri-food systems, accelerate processes of substituting imported food resources, and ensure self-sufficiency with food nationally and regionally.
     Objectives The research investigates competitive advantages of the national agri-food system, methodological and practical approaches to forming its production and economic indicators. I also determine the socio-economic priorities of ensuring food securing during regionalization, identify the substance, content and specifics of the agri-food system's competitiveness. The article analyzes the current national innovative system, factors and potential for its competitiveness.
     Methods
The research draws upon econometric methods for evaluating and forecasting the need of socially important food and considers trends in the region's socio-economic factors, correlation of the food market indicators in order to substantiate a growth of economic affordability of food in terms of an increase in individual consumer solvency, expansion of the food market capacity and compliance with the consumption standards.
     Results I analyzed theoretical and methodological provisions of the research into various types of national innovative systems, and clustered the Russian regions by the development level of the national innovative system and its components, using methods of multivariate mathematical statistics. I devised a methodological approach to setting an integral criterion of the Russian region's innovative potential and substantiating managerial decisions for increasing it to formulate a strategy for enhancing the competitiveness of the Russian regions.
     Conclusions and Relevance The formation and development of the national innovative agri-food system have a comprehensive and cross-disciplinary nature, requiring a system examination based on various methods.
