Principles and approaches to forming the model for innovative development of the Russian economy amid activated external constraints

Importance The research analyzes the existing innovative development models in the global economy and evaluates whether the Russian economy can be modernized relying upon foreign experience.
     Objectives
The research systematizes the experience of developed and developing economies in terms of innovation, examines the relation between business, academia and government, and determines an adequate model for Russia's innovative development in the current circumstances.
     Methods
The research employs methods of analysis and synthesis, and modeling.
     Results
As the analysis of the innovative development of the global economic system shows, three aggregate innovative models emerged depending on the level of productive forces and available scientific potential and resources, i.e. Euro-Atlantic, East Asian, alternative models. The innovative development model should include specifics of the Euro-Atlantic and East Asian ones. I also outlined the basic principles and approaches to forming the East Asian innovative model, including interests and purposes of the Russian economy modernization program.
     Conclusions and Relevance
The Eurasian model for innovative development is the most suitable for Russia, since it combines effective Asian mechanisms for protecting the economic sovereignty, and follows European traditions of academic and university science.
