Development of the cluster approach concept in tourism

Importance The article deals with the specifics of tourism, reveals the concept of tourism cluster and cluster approach, main principles of clusters' origination and operations.
Objectives The research analyzes and evaluates how the cluster approach develops in tourism. It also determines what conditions should be in place for successful establishment and operations of clusters, which boost inbound and outbound tourism.
Methods I conducted a horizontal comparative analysis, content analysis of regulatory documents, laws of the Russian Federation.
Results The cluster approach has been proved to be necessary and advantageous in terms of innovative development management and regional economy stimulation. It is reasonable to arrange a system for disseminating new knowledge and technologies, fuel the distribution of the comprehensive innovative product throughout the regional and economic area, increase the quality of products and services. The technological platform should be created to put the tourism onto an innovative path of development and implementation of competitive production and servicing technologies.
Conclusions and Relevance The State should more actively promote tourism, with authorities, educational and research institutions, and tourism companies uniting their capabilities so to successfully implement the cluster policy. Foreign experience in arranging and running tourism clusters should be scrutinized, summarized and applied in Russia.
