Regulators of innovative activities in the regions of the Russian South: governmental understanding of the issue in terms of economic development programs
Importance Building an innovative economy throughout regions fall within national interests of Russia so to ensure its competitiveness globally and influence the globalization processes. Objectives The research overviews how regulation of innovative activities in the regions of the Russian South (Southern and North Caucasian Federal Districts) is understood at the governmental level in terms of economic development programs adopted there. I especially focus on types of authorities, which act as regulators, and the issues they handle. Methods The research relies upon a content analysis of governmental programs for economic development of seven regions in the Russian South. The outcome allows classifying regulators of regional innovative activities, outline basic approaches to adjust the governmental understanding of the issue. Results All the programs in question concern the regulation of innovative activities. However, as for the Astrakhan and Rostov-on-Don Oblasts, they mention the need to set up regional innovative systems with specific authorities, which coordinate them. The programs feature three types of regulators, i.e. administrative, special, and associated ones. Conclusions and Relevance The government mainly understands the regulation of innovative activities in the regions of the Russian South as activities of administrative bodies and related institutions. There should be a unified approach to regulation of innovative activities in the Russian South, single regulator in each region and lower burden on administrative bodies.
