Importance The article addresses the situation with import substitution in the Russian fishing industry. Objectives The study aims to develop scientific recommendations for coordination of operations of the fishing industry organizations to enhance food security of the country. Methods The study employs methods of generalization, comparison and scientific analysis of theoretical and applied research in the field of efficient use of imported marine biological resources, as well as methods of statistics, economic analysis and expert evaluation. Results Insufficient saturation of the internal market and the need to import fish products in considerable volumes are the results of excessive exports of fish and seafood to the world market. The paper substantiates proposals for establishing an organization that would give recommendations on international and domestic trade, control over export and import activities of companies and their compliance with financial, customs and other rules when using issued licenses. To restrict exports under shady schemes, it is recommended to use the norms of non-tariff regulation of the Federal Law of December 8, 2003 № 64-FZ (as amended on 13.07.2015). Conclusions If implemented, the proposed measures will to a certain extent solve the problems considered in the article, including import substitution, increase economic efficiency of foreign economic activities in the fishing industry and enhance the role of fisheries in ensuring food security of Russia.
