Importance The global economy is seeing an increasing role of innovation based on electronic and digital technologies. It is reasonable to build a system for protecting the Russian and foreign investment, which would involve not only IT tools, but also rely on the legitimacy of brand new operating systems. Objectives The research analyzes conservative, contemporary and spontaneous methods for managing investment in the Russian and foreign financial and stock markets. We illustrate our suggestions on capabilities and priorities of innovative and investment security to lure investment into the Russian economy and ensure its stable development. Methods The research is based on methods of analysis and expert assessment. Results The system for investment protection is showed to mitigate risks, increase the return on investment, make the Russian regions more lucrative for domestic and foreign investors. The article sets out innovative, technological, institutional and legislative measures. Conclusions and Relevance The proposed measures will protect investment from risky projects, unreasonable losses, ineffective spending. They will also allow to quickly correct errors, regulate the placement of the Russian stocks in global stock markets, create additional stock markets, separate global and national financial systems legislatively, thus inducing the development.
