Subject Currently, the global economy development sees an economic growth, globalization gaining momentum. Thus, on the one hand, more people can satisfy their growing needs, but, on the other hand, this engenders the uncertainty and unsustainable development, thus significantly complicating the governance of the national economy.
Objectives The research determines general scholarly and specific methodological principles for sustainable economic development.
Methods The research applies methods of systems, logic and comparative analysis.
Results We substantiate key principles and basic algorithms for formulating the essential principles for the sustainable development of the State–Region–Enterprise system.
Conclusions and Relevance The levels of the State–Region–Enterprise system were proved to have sustainable links. We provided the rationale for using the concept of systemic resource as the multilevel nucleus of the specific system population (operational nucleus), which can unite and adjust the production, distribution, exchange, consumption at the macro-, meso- and microlevel. The systemic resource is designed as the macrolevel, mesolevel and microlevel. Specific methodological principles imply the maintenance of initial conditions for sustainable development, focus on determining vectors of sustainable development, formation of consistent sustainable development indicators, balance of the economic system horizontally and vertically.
