Subject Digital technologies influence different walks of life so that educational institutions and teachers face new challenges. As the teaching quality requirements are raised and competition among foreign and national universities intensified due to an active use of ICT, it is necessary to examine how external factors influence users of educational services and their preferences. Objectives The research analyzes how modern ICT influence the educational process, and formulates new requirements to the professional competence of teachers. Methods I applied statistical methods, the methods of analysis and synthesis, empirical observation and comparison. Results I studied the impact of modern technologies on the education system, emphasizing the challenges that educational institutions face when training students as ICT develop. The article formulates up-to-date requirements to teachers, which should be reasonably considered for the governance of educational institutions. Conclusions and Relevance The findings are based on the survey among those ones holding a bachelor's degree in Moscow-based and regional universities. The regional results insignificantly differ from those recorded in Moscow-based universities. The materials may be used to prepare educational programs and select effective teaching techniques.
