Subject The article analyzes the development level of SME in the Russian Federation and outlines recommendations for refining the national policy for SME support in order to ensure the national economic security in Russia. Objectives The article presents my proprietary comprehensive research into key institutional characteristics of SME in Russia and forges basic recommendations for refining the national policy for SME support in order to ensure the national economic security in Russia. Methods The research employs methods of logic, statistical analysis, and forecasting. Results I studied key characteristics of the development level of SME in Russia, including regional perspectives, through the Competitiveness Index of regional business systems. Russia's SME was found to be unstable in terms of their numbers, headcount, unbalanced geographical structure of SME that predominantly concentrates in some regions and tends to informal practices, thus triggering respective threats to the national economic security. Conclusions and Relevance Threats to SME development induce respective threats to the national economic security. The article sets out key measures that should be undertaken to improve the existing national policy for SME support and eliminate the existing threats.
