Reinvigorating the innovative activity as a key to the effective development of small agricultural entities

Subject Small agricultural business is a cornerstone for nationwide supply of food. It cannot evolve properly and sustainably without innovation. There are conditions in Russia to master innovations in various sectors. However, the existing systemic difficulties prevent innovation from proliferating into low-tech sectors, including agriculture.
Objectives The study focuses on the above issue and determines requirements for reinvigorating the innovative activity of agricultural business in Russia.
Methods The study involves logic, monographic methods, analysis, synthesis, grouping, comparison and graphic method. The statistical framework includes data of the All-Russian Agricultural Census 2006 and 2016, and other statistical databases.
Results The article reviews innovation in agriculture and the demand for agricultural innovation in various types of businesses. Generalizing the innovative practice of small agricultural businesses in Russia, we demonstrate the main impediments to their innovative activity. We also analyze foreign expertise in supporting farmers, which will spur the innovative activity and effectiveness of small agricultural business.
Conclusions and Relevance Small agricultural businesses will not be able to start their innovative activity without the State aid. The State should ensure favorable conditions for the innovative activity by improving the regulatory framework and refining innovation mechanisms, providing support and expanding the integration of agricultural science and production. There should also be agricultural policies catalyzing the adoption of new technologies in small agricultural businesses, thus streamlining the issue of national food security.
