Subject. The article considers problems of innovative development of the Russian military-industrial complex. Objectives. The focus is on the analysis of Russian and foreign experience in implementing global development strategies of large companies. Methods. The study draws on general scientific research methods. Results. The paper established that designing a global strategy for the development of the defense industry requires the formation of production and commercial policy, taking into account the market conditions of the global high-tech market, as well as the integration of the Russian legal framework, in accordance with which the military-industrial complex operates, with the basic norms of international law. The development and legislative approval of State programs and investment projects are needed, taking into account the global practices. Conclusions. A systems approach to the formation of a global strategy for the development of the military-industrial complex will ensure the dynamic innovative development of the Russian industry as a whole.
