Risk protection of procurement based on the assessment of the risk tolerance of participants and contract initial price considering the risk capacity of goods, works, services, as a new research area

Subject. This article discusses the issues related to the implementation of the State Defense Order in conditions of uncertainty. Objectives. The article aims to systematize the risks associated with procurements that are carried out as part of the implementation of projects for the development of samples of military equipment. Methods. For the study, we used a systems analysis. Results. The article offers a formula for determining the capacity of procurement risks. In particular, the risks associated with the development of a draft design and design documentation for prototypes are taken into account. Conclusions. Taking into account the development of technologies, it can be noted that the number of risks associated with the activities of procurement participants is steadily increasing, so there is a need to compare the available resources and the probability of the occurrence of favorable and adverse consequences.
