Underdevelopment of the allocation market is one of the key problem that hold back mass tourism in Russia. The article suggests new approaches to funds allocation in Russia. Among them there are creating favorable conditions for the distribution of hotels of the same type with high service standards; camping and hostel system development that stimulates youth tourism; agrotourism development and creating a network of agrotourist farms in the favorable agrotourism regions. The author gives a list of suitable regions.
