Investment tools in the regional housing programs

The author classifies investment tools used by the public and local authorities; in doing this he bears in mind the historical experience of housing programs implementation in Russia, taking into account the current national project “Available and comfortable dwelling for Russian citizens”, the federal target program “Dwelling of 2002-2010”, as well as the mass housing project in the Russian Federation.
