No local authorities can function to their utmost not supported financially. Local authorities being a basis of the Russian constitutional order are not a part of the public authorities system, however they dispose of 40% of the consolidated budget. That is why an efficient system of municipal financial monitoring is wanted, which cannot be substituted with the state control.
