Building an indicative financial system of a macroregion

The article deals with the influence of elements and forms of the centralization of financial resources and relations in a federal district; those above mentioned can promoted both from above and from below. The author believes that the initiative and interests of the constituent entities will stimulate the implementation of regional development programs, will contribute to the solution of topical issues of industrial, social, investment and demographic spheres. Financial potential use at the regional level is ensured by the investment and innovative infrastructure (planning institutes, etc.), and by the market of investment goods, equipment and new technologies.
