Transition of economy in the Russian Federation to an innovative way of development demands from municipal unions of special attention to search and using of internal reserves of development on the basis of available scientific and a mental potential. In the article it is marked the need to impove administration system of municipality policy and to use of high technologies for competitive production in the conditions of exhaustion of natural resources.
