Methodological improvement of subsidies distributing among Arkhangelsk region municipalities for budget balance provisions

In the present work, the methodology of allocation of subsidies to municipalities of Arkhangelsk region in support of measures to ensure balanced budgets, revealed its shortcomings. The conclusion is made that it is necessary to install two parts subsidies for municipal areas and urban districts, one of which would be permanent (fixed) character, and the second part of the stimulating nature. The authors of the study suggest to realize a rating estimation of social and economic development of municipal unions of the Arkhangelsk region, on the basis of which will calculate the amount of the incentive part of the subsidies.
