Foreign experience of formation and regulation of social policy

The international experience of solving problems of social policy in relation to Russia's present reality is considered n the article. It is noted that a major focus of modernization should be the development of social protection systems, constructed on an addressing principle of separate social programs (social assistance) as way of the permission of financial difficulties in the social protection organization.
