In the article theoretical and applied aspects of research of the comparative analysis of economic and social situation of municipalities are analyzed. The review of operating standard and legal base in the sphere of an assessment of efficiency of activity of local governments of municipalities is carried out. The author's technique of the comparative analysis of municipalities in the territory of the subject of the Russian Federation, approved with reference to municipalities of Sverdlovsk region is offered.
