The article considers the issues of investment and innovation development processes in the regions of Russia, and the actual problems of development of the innovation branches and production, in particular. The author analyzes the existing mechanism of the state and private partnership and its main forms as a basis for innovation development and creation of new high-tech production. The author also explores the principal and immediate problems and the perspective concepts which may help promoting fast achievement of the positive result in the sphere of stimulation of investment and innovation.
