Improvement of instruments for innovation development of the economy is one of the most actual and required directions of the domestic science nowadays. The prospects of cluster development of innovation activity of regions are studied in the research work. The authors analyze the activity efficiency of innovation cluster formations of various regions of the Russian Federation. On the basis of system, complex, situational and process approaches, the authors consider and interpret the received results both in economic and social aspects. The paper deals with forms and methods of government regulation of innovation development of territorial clusters to receive synergetic effect. The article presents some expected values of possible economic growth in a required direction.
