In the context of transition of the regional economy to an innovative type of development one of the most significant scientific and practical problems is the evaluation of the sustainability and the effectiveness of regional development, which is closely related to the measurement of the capacity of the region and the level of its competitiveness. In assessing regional development one must take into account the individual institutional capacity of each territory. Evaluation of innovation in the region is of particular importance from the point of view of identifying the key areas of Government support as well as the main trends in the processes of innovation regional development. Based on a review of the existing methodologies for evaluating innovation development of the region, we have tried to define conditions for the adjustment of the integrated assessment methodology for the development of regional economies in the economics of innovation type. In research, we used methods of econometric and statistical analysis and synthesis. The informational and methodological framework of the study were regulatory, legislative and policy documents of the Russian Federation, the Federal State Statistics Service, as well as domestic and foreign researchers in evaluation of innovation development. In this article we present a comprehensive assessment of the development of the regions of the Central Federal District on the basis of the proposed evaluation system of development of regional economies in the economics of an innovation type. We paid special attention to the evaluation of innovation development of the Vladimir region. As a key measure of integrated territorial development in the conditions of formation of innovative economy we have calculated the consolidated integral coefficient, which characterizes the standard of living of the population, the availability and efficient use of resources, investment attractiveness and innovation activity in the region. The results obtained can be used for analysis and planning of the economic situation in the region, the effective use of economic potential and making effective management decisions in the field of regional policy, including innovation development. Through the use of adjusted methods of integrated assessment of the regional economies development in terms of the innovation economy, one can evaluate the economic effect of the implementation of the strategy of development of the region, as well as to draw conclusions about the dynamics of economic growth.
