A model of organizing a zone of special socio-ecological conditions of natural resource use for depressive regions's development

Importance The article considers the development of depressed regions of the Russian Federation, including the Tuva Republic, the distinctive features of which are rich natural resources, favorable conditions for the development of agriculture and the unique natural landscapes.
     Objectives The purpose of the study is the development of models to generate a targeted economic zone as a mechanism for the development of the depressed region in the new economic environment, including the area of special socio-environmental management regime in the Tuva Republic.
     Methods We used a factor analysis and expert assessment to conclude on the necessity to develop a special economic zone based on the frame-and-cluster approach, which includes infrastructure and various types of supporting zones.
     Results We invite to create three types of control zones: a zone of accelerated industrial and agricultural development; an area of active development of promising fields of natural resources; and a recreational and tourism zone. In addition, we have developed a system of indicators of the zones' development, as well as a mechanism of formation of zones of special social-environmental management regime. The mechanism will contribute to ensuring a high level of development of energy, transport and engineering infrastructure, to creating conditions for a favorable investment climate, to enhancing the socio-economic efficiency of mineral and raw material resources, to the revival of traditional indigenous farming.
     Conclusions and Relevance We concluded on the necessity to organize a particular socio-ecological management mode area for the development and economic growth of the Republic of Tuva. The study results are confirmed by calculations of expected socio-economic impacts.
