Importance The article deals with the development of effective control mechanisms and instruments in the field of waste management in the Vladimir oblast, namely, the organizational-economic mechanism of creation of a unified system regional waste-management operator in the form of public-private partnership.
     Objectives The article aims to assess the status of the integrated regional system for waste management and identify problems and prospects.
     Methods The theoretical basis of the study includes the works of domestic and foreign scientists, regulatory and legal documents issued at the Federal and regional levels, as well as the annual reports of the Department of Natural Resources and Environment of the Vladimir oblast for 2007-2013. As well we used analysis and synthesis, methods of classification, grouping, and comparison of the dynamics and structure of the studied processes.
     Results We disclosed elements of the public-private partnership mechanism and justified the efficiency of interaction between State authorities with private entities with the aim of creating a single regional waste management operator. We assessed the organizational status and structure in the field of waste management in the Vladimir oblast. We show that, despite some positive trends in the oblast as a whole, the situation with the formation and management of solid municipal waste requires urgent measures for economic regulation, commercial promotion and adoption of management decisions.
     Conclusions and Relevance We conclude the sphere of waste handling in the Vladimir oblast needs to establish new forms of governance. We recommend the use of a common system approach to the treatment of solid domestic waste disposal.
