Regional integration as a factor in increasing the capacity of self-development of a territory

Importance The article discusses ways to enhance the efficiency in the use of the RF regions’ resource potential in the context of the limited capacity of the State to promote the regions’ socio-economic development through interregional economic integration.
     Objectives The paper aims to develop a methodology for evaluating the effectiveness of the interregional economic integration.
     Methods As the methodological basis of the study, we used complex qualitative and quantitative indicators to evaluate the capacity of self-development of territories, grouped in four integral indicators: the territorial attraction, investment and innovation attraction, the real economy and budgetary system, labor market and living standards of the population. We determined the effectiveness by comparing the self-development capacity of constituent entities of the Russian Federation to integration and macro-region, based on their economic agglomeration put into effect.
     Results The proposed method provides an opportunity to assess the effectiveness of the interregional economic integration, undertake a comparative analysis of the capacity of self-development of regions by their ranking, building typologies of regions based on comparative estimates of the capacity for self-development.
     Conclusions and Relevance We conclude that the economic integration of the discussed and studied subjects of the Siberian Federal District can significantly exceed the self-development capacity of individual constituent regions, and improve the quality of life of the population through synergies.
