Importance The article contains my theoretical research and identification of practical opportunities of the use of my own method to assess the import substitution potential of the region.
Objectives My purpose was to define the conceptual foundations of assessment methodology for import substitution capacity of the region and expand its testing in the Republic of Mordovia.
Methods I used logical, causal, comparative, graphic, and dynamic analyses, as well as the algorithmic method, as a methodological basis of the study.
Results I submit the conceptual bases of formation of a technique of estimation of the import substitution capacity of the region and present my own model of the algorithm of its carrying out. I implemented a step-by-step testing of the proposed assessment methodology.
Conclusions I came to a conclusion that the production of foodstuffs and agricultural raw materials have the greatest potential for import substitution in the Republic of Mordovia. In addition, the enterprises that produce building materials, cable, lighting and electrical products, as well as engineering and woodworking manufacturing and some service industries have a strategic capacity to import replacement.

Keywords: import substitution, Republic of Mordovia, region, potential, estimation
