Importance The article describes the resource-energy balance of the region as a factor enhancing its innovation development.
Objectives The paper aims to identify innovative, territorial and production vectors of development of the territories; calculate the result and integrated indicators; determine the extent of corresponding development of territories depending on their energy consumption, rank them; develop recommendations for the improvement of relevant activities.
Methods We used economic-mathematical methods.
Results We have identified the mentioned vectors of the territories' development, and we propose certain recommendations to improve the relevant activities.
Conclusions We conclude that concerted efforts of the regions' authorities and business are urgent and economically expedient to introduce innovative technologies for resource and energy saving.
