Importance The article studies the processes of formation of a strategic planning system at the municipal level. Objectives The paper aims to outline the logic and methods of regulation of municipal social-economic systems by strategizing the municipal development potential. Methods For the study, I used logical and intuitive methods, like goal-setting, tree of objectives, a matrix method; taxonomy methods, strategic and systems analyses, as well as the tabular and graphical methods of analysis. Results I present an algorithm of step-by-step strategizing of municipal development potentials. On the basis of the collective expertise of sub-goals, I compiled a payoff matrix of effect and risk, to choose an alternative objective corresponding to the most effective way to attain it. I propose a technique of conducting a competitive analysis of the capacity of development of a municipal formation based on the Franchon–Romanet matrix of financial strategies. As well, I present a logical sequence and methods of planning the development capacity of municipal socio-economic systems. Relevance The results of the research can be used to develop a model for the development of socio-economic systems by strategizing the development potential, as well as can be useful to the local self-government bodies in finding the most effective ways to develop the territory.
