Subject The subject of research is the small business in the Tambov oblast and issues of the effectiveness of the measures aimed at its development. Objectives The paper aims to analyze the change in number of small businesses located in the territory of the Tambov oblast for the period of 1998–2014. Methods For the analysis, I used a systems approach and econometric methods of research. Results The work assesses the effectiveness of the impact of Government regulation on the growth of enterprises in the Tambov oblast. As well, the work performs a correlation and regression analysis of the factors affecting the development of small businesses. The article presents the forecast number of small business enterprises. Conclusions I conclude that the Government regulation measures have had a positive influence on the development of small businesses in 2007–2010. However, in subsequent years, the positive effect was weakened due to changes in the socio-economic environment of the oblast, the introduction of a number of legislative acts and adoption of certain amendments in the legislation.
