Assessment of technological efficiency in the cereal crops and sunflower production in the midst of the Kulunda Steppe, Altai Krai: The DEA approach

Importance The article discusses the development issues of agricultural production as a strategic sector of the socio-economic system of the Altai Krai.
Objectives The article aims to study the technological efficiency of cereals and sunflower production of agricultural enterprises in the territory of the Kulunda Steppe, the Altai Krai. The observation period covers five years, 2008–2012, and is characterized by significant differences in climatic and economic conditions of production.
Methods For the study, we used frontier methodologies to measure the effectiveness and Data Envelopment Analysis as the basic method.
Results Comparison of the indexes of technological efficiency for agricultural enterprises in dry steppe and forest-steppe shows that businesses in dry steppe are less effective during the observation period and suffer more additional losses than the businesses in forest-steppe, related to objective differences in the quality of natural and economic factors.
Conclusions The results received indicate the need for additional State support measures for the cereals and sunflower seeds production in the conditions of dry steppe border regions of the Altai Krai, evening the differentiation differences in natural conditions of production.
