Importance The article considers the mineral and raw resources of the territory as one of the most significant factors in its development, which are the rationale for the elaboration of social and environmental and economic development policies for the subjects of the Russian Federation.
Objectives The article aims to formulate the necessary tasks the solution of which would ensure the sustainable development of the economies and policies of the Russian constituents.
Methods The methodology of this work is based on a study of the history of the World economic system. It uses analytical data on the state of the transitional economy in the RF, based on fundamental research by domestic and foreign scientists in the area of territorial and regional economy.
Results The article justifies the need to improve the effectiveness of the subsurface management and to develop a new paradigm for the regional political, socio-economic and cultural development of the subject. The paper presents concrete proposals for the effective use of mineral resources of the entity, as exemplified by the Republic of Dagestan.
Conclusions The article concludes that the Republic of Dagestan is a self-sufficient region of Russia in the availability of mineral and raw materials. The diversification of industrial production requires the efficient use of natural resources, by assessing their volume, and by harmonizing the countervailing economic interests of national, regional and economic actors.
