Importance The paper discusses the ways to find solutions to present-day problems in horticulture to ensure the food security of Russia. Objectives The paper aims to address the issues of horticulture development in a regional agrarian and industrial complex in a comprehensive manner. Methods For the study, we used the methods of generalization, comparison and analysis of theoretical and applied development in the field of commercial horticulture. Results The paper identifies constraints to the horticultural industry and the areas of regional horticulture development that support the transition to an intensive garden cultivation close by parameter to the standards of Western Europe countries with developed horticulture.
