Basic principles of new economic specialization of Russian cities under a technological paradigm shift

Importance This article discusses the methods to determine and choose new types of specialization of Russian cities to speed up technological paradigm shift.
Objectives The article aims to develop a certain methodology for city specialization choosing and a mechanism to implement various urban development strategies under Western sanctions.
Methods To develop the mentioned methodology, I have analyzed the prevalent types of specialization of Russian cities in the framework of the fourth, fifth, and sixth technological paradigms, thus defining the comprehensiveness, effectiveness and disadvantages of the existing general territorial economic policies.
Results The article proposes a new methodology to identify and choose a type of specialization for a Russian city in terms of establishing a new technological paradigm. This methodology combines a consideration of related competences based on the world’s best practices within the previous technological paradigms and the potential of the new wave of innovation.
Conclusions and Relevance The article concludes that the existing territorial economic policies in Russian cities do not help much create strong national companies capable of competing globally. The proposed methodology can be used to complement the current urban development strategy practices.
