Subject This article deals with the issues related to the establishment and development of the institution of entrepreneurship in the Russian economy. Objectives The article aims to identify problems that make it difficult to use the benefits of business processes. As well, the article examines the development of small business in the Central Federal District regions and ranks them. Methods For the study, we used economic and mathematical methods and the methods of factor, regression, and statistical analyses. Results The article presents the results of calculation of indicators that reflect the development of small business in the Central Federal District regions. They provided an opportunity to build a graphic model of this kind of business and rank the regions, using the model. Conclusions and Relevance The study shows that the economic capacity of the regions is not always used effectively to develop entrepreneurship. It is possible to estimate not only quantitative indicators, but also the qualitative component of the development of this phenomenon. The offered methodology can be used by regional administrations in strategic planning.
