Developing the system of State regulation of agriculture at the regional level: A conceptual framework

Subject The article considers the issues of State regulation of agriculture.
Objectives The purpose is to formulate priorities of State regulation on the basis of modern and prospective methods of researching the system processes in the sector.
Methods For the study, we applied SWOT analysis, modeling, scientific abstraction, and graphic presentation.
Results We present an algorithm to formulate the development concept of the system of State regulation of agriculture, define factors influencing the decision-making when choosing the tools of State regulation, and possible strategic problems. The SWOT analysis of agriculture of the Penza Oblast and Republic of Mordovia helped reveal prospective methods of State regulation of the sector.
Conclusions In the course of decision-making on strategies for agriculture development, it is important to consider strengths and weaknesses of the branch, the opportunities and threats of external factors, to identify zones of interaction of internal and external factors, and on the basis of estimates of the said interaction to develop specific tools to regulate the development of agriculture.
