Subject This article considers the issues related to the development of small businesses in the dairy cattle breeding of the region. Objectives The article aims to define the main directions of development of dairy cattle breeding on the basis of cooperation of small enterprises of the Penza Oblast as a case study. Methods For the study, we used monographic, abstract-logical methods, and the analytical approach. Results The article describes the directions of strategic development of consumer cooperatives in the dairy industry of the Penza Oblast. A significant growth of milk production in the Penza Oblast is caused by the effective activities of small enterprises. Conclusions Improving the efficiency of dairy farming should be ensured through the improvement of consumer cooperatives, as private subsidiary holdings and peasant farm enterprises are experiencing difficulties with the sale of products and formation of the necessary material and technical base.
