Benchmarking of using private-public partnership in the regions of the Russian Federation: Evidence from the Komi Republic

Subject As global practices show, public-private partnership effectively allows for raising additional funds to develop road and social infrastructure. This tool becomes even more important during recessions, when the State suffers from insufficient finance and increasing social needs, including the development of the road and social infrastructure.
Objectives The research represents a benchmarking analysis of using PPP in the Russian regions to enhance the use of this tool and subsequently implement public interest projects, illustrating the Komi Republic.
Methods We analyzed documents and some researches, and used statistical processing methods.
Results We evaluated the development level of public private partnership in the Komi Republic, including an analysis of the 2013–2015 PPP development ratings of the Russian regions as prepared by the Ministry of Economic Development of the Russian Federation and PPP Development Center. We emphasize the Komi Republic's experience in PPP projects and summarize practices of the Russian leading regions, which had record high indicators of developing the PPP mechanisms in line with the 2014–2015 PPP development ratings of the Russian regions.
Conclusions and Relevance Following the research, we formulated our own recommendations for applying the best PPP practices so to improve its use.
