Subject This article discusses the issues related to the strategic importance of State programs for the development of Azerbaijan's regions in the face of global impact and transformation of economic mechanisms. Objectives The article aims to determine the level of development of Azerbaijan's regions in 2004–2018, and consider the objectives and strategic goals of the country's regions for 2019–2023. Methods For the study, I used the methods of synthesis, and comparative and statistical analyses. Results The article tells about certain measures and perspective directions to improve the implementation of government-run programs for the development of Azerbaijan's regions. Conclusions The article concludes that it is necessary to develop more effective strategic approaches and improve mechanisms for intensification of the development of the regions of Azerbaijan. To do this, the strategic objectives of the State Program of Social and Economic Development of the Regions of the Republic of Azerbaijan for 2019–2023 should be implemented as effectively as possible.
