Subject This article discusses the issues related to improving the efficiency of the dairy cattle breeding industry and ensuring the region's food independence. Objectives The article aims to analyze the effectiveness of dairy cattle breeding and solve the main problems of its low-efficiency development in the Penza Oblast. Methods For the study, we used the statistical analysis, abstract-logical, balancing, and analysis methods. Results The article identifies the problems and causes of the Penza Oblast's dairy cattle breeding industry underperformance. Conclusions To improve the efficiency of dairy industry, government regulation measures should be implemented that have an effective impact on the development of dairy farming. Particular importance should be attached to the development of the industry within the framework of the country's food security.
