The state of agro-industrial complex as a precondition for rural tourism development in Russian regions: Experience in financial and statistical assessment

Subject Development of rural tourism enables to solve the State task of import substitution in the tourism industry. However, planning a relevant activity requires a careful analysis of its economic rationale.
Objectives The study aims to substantiate a new approach to financial and statistical assessment of preconditions for rural tourism development in the constituent entities of the Russian Federation subjects to the state of ago-industrial complex, and to test the approach by analyzing the current situation in the country.
Methods The proposed financial-statistical approach consists of a semi-quantitative assessment (scoring) of preconditions for rural tourism development in Russian regions by some key parameters of agriculture state. The total score enables to rank subjects of the Russian Federation by usefulness of existing preconditions.
Results The concentration of regions with the best preconditions for rural tourism development is in the Russian South, the Urals, and the Volga region, and the worst – in the Far East and the Russian North. However, the state of regional agribusiness either hinders or promotes the development of rural tourism. In other words, the situation cannot be recognized as favorable.
Conclusions Some financial indicators that characterize the state of agribusiness can be used to assess prospects for rural tourism development. We distinguish several Russian territories, where the condition of agribusiness predetermines great opportunities for this area development. It is desirable to involve State support to rural tourism development in regions with less favorable preconditions and to formalize the priority in relevant programs and strategies.
