Subject This article deals with the issues of efficiency and effectiveness of the Russian Federation subjects' development.
Objectives The article aims to analyze key performance indicators and identify opportunities for the development of Russian regions in today's environment.
Methods For the study, we used a systems approach using the methods of statistical, comparative, and logical analyses.
Results The article describes three levels of regional development based on an assessment of the median and variance in the rate of growth of key performance indicators, as well as their standard deviations.
Conclusions In today's environment, opportunities for effective regional development are limited due to the raw material output structure of the Russian economy. Oil and gas regions, rather oblasts than republics, show consistently high values of key indicators of development efficiency. The effectiveness of the advancement of subsidized regions is determined by the volume of federal grants and subventions.
