Subject This article deals with the issues related to the formation of an industrial cluster and its specialization pattern.
Objectives The article aims to develop recommendations to assess the key characteristics of up-to-date innovative industrial clusters.
Methods For the study, we used statistical analysis, graphical, and expert assessment methods.
Results The article proposes a developed set of key characteristics that make up the specialization pattern of the innovative industrial cluster and help identify it.
Relevance The results of the study can serve as a basis for setting targets, creation of an innovative industrial cluster in the region, and the gradual implementation of cluster projects.
