Subject This article examines the issues of public policy of the agro-industrial complex (AIC) development within the regional economy. Objectives The article aims to identify the main mechanisms of State support for the AIC. Based on the data of the study, it also aims to highlight the priority areas of development of the region's agricultural sector, considering the Penza Oblast as a case study. Methods For the study, we used the methods of systems analysis, generalization, classification, and practice material collecting. Results Based on an analysis of the current state of the Penza Oblast's AIC, the article substantiates the priority areas of improving the effectiveness of public policy in relation to the AIC infrastructure development. Conclusions The agro-industrial complex of the Penza Oblast and its core industry, agriculture, are the strategic sectors of the Oblast's economy. The level of development of the industry has increased significantly over the past five years, but it still remains insufficient to ensure the full self-sufficiency of the region. To increase the income of farmers, it is necessary to develop production and manage possible risks. Only the State can fully perform this function.
