Subject. This article discusses the problems of life support of the population of municipal settlements. Objectives. The article aims to conduct a comprehensive analysis of the formal institutions of inter-municipal cooperation in Russia. Methods. For the study, I used a comparative analysis. Results. The article finds that the development of institutions of inter-municipal and inter-territorial cooperation in Russia is hindered by conflicts in federal legislation. Conclusions. Solving the problem of revenues to local budgets will contribute to the implementation of national projects at the inter-municipal level.
